WITH reference to your endorsement No. 6, dated 12th January 1887, calling for a report relative to the working of section 31 of Act IX of 1874 (the European Vagrancy Act), I am directed to state that, so far as the Courts of the Cantonment Magistrate, Secunderabad, and the Superintendent of Residency Bazaars, Hyderabad, are concerned, it has never been found necessary to have recourse to the provisions of the section in question,
